Federal Grant Programs
The U.S Department of Housing and Urban Development (HUD) requires state and local governments to produce a five-year Consolidated Plan and annual action plan in order to receive funds from the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and the HOME Investment Partnerships Program (HOME) formula grant programs. The Housing Department of the City of Fontana is proud to make these documents available online to the public.
Five-Year Consolidated Plan
The five-year Consolidated Plan (PDF) (2020-2024) examines the community’s needs, market, and resources while setting priority needs and strategies for the five-year period. It includes an analysis of low-income housing needs, the needs of homeless persons and special needs populations, and the local housing market. This plan sets a strategy for carrying out programs and lays out the foundation for performance assessment.
One-Year Action Plans
The Annual Action Plan is a specific course of action for revitalization for the current year. It sets forth projects and other activities to be carried out in the coming year along with annual budgets, annual goals, and benchmarks for measuring progress.

Citizen Participation Plan (CPP)
The Citizen Participation Plan (PDF) provides the citizens the opportunity to participate in the planning, implementation and evaluation of the Community Development Block Grant (CDBG) program which aims to provide decent housing to low-and moderate-income residents.
Consolidated Annual Performance and Evaluation Report (CAPER)
The Consolidated Annual Performance and Evaluation Report details the accomplishments and financial information from previous years in carrying out activities/projects using federal funds.
The City has prepared the draft 2022-2023 CAPER for its CDBG, HOME, and ESG Programs. The public is invited to submit written comments on the draft CAPER. All comments relative to the CAPER should be submitted to the City of Fontana, Housing Department no later than 4:00 p.m., on September 12, 2022. Analysis of Impediments to Fair Housing Choice
The Analysis of Impediments to Fair Housing Choice 2020-2024 (PDF) provides an overview of laws, regulations, conditions, or other possible obstacles that may affect an individual or household’s access to housing in Fontana.
CDBG-R
The Community Development Block Grant-Recovery (CDBG-R) reports summarize projects and other activities to be set forth in the coming year along with annual budgets, annual goals, and benchmarks for measuring progress.
Neighborhood Stabilization Program
The City utilized the Neighborhood Stabilization Program (NSP) funding allocated by the U.S. Department of Housing and Urban Development under the Federal Housing and Economic Recovery Act of 2008 and the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 for the purpose of providing emergency assistance to stabilize communities with high rates of abandoned and foreclosed homes, and to assist households whose annual incomes are up to 120 percent of the area median income (AMI).

CARES Act Funding
The City of Fontana received CARES Act Funding through the U.S. Department of Housing and Urban Development during FY2019-2020 to provide programs to assist the community with assistance during the COVID-19 pandemic. The City is currently soliciting public comment for its CARES Act Substantial Amendment #5 (PDF). The public is invited to submit written comments on the document. HOME Investment Partnerships Program - American Rescue Plan (ARP)
The City of Fontana has been allocated HOME Investment Partnerships Program-American Rescue Plan Act (HOME-ARP) funding from the US Department of Housing and Urban Development (HUD). In order to receive the HOME-ARP allocation, the City must develop a HOME-ARP Allocation Plan that will become part of the City’s FY2021-22 HUD Annual Action Plan by substantial amendment.
