Housing Department Programs
The City of Fontana’s Housing Department provides a variety of programs for low-income residents living within the City boundaries. We can assist you with general repairs, home hazards, and home modifications to help you stay in your home longer and safer.

General Qualifications:
- Applicants must reside within City limits. To verify that your property is within City boundaries, please search for your address on the City's map.
- Applicant must meet the annual household gross income established by HUD for the program. Please check each program for specific income requirements.
Application:
Applicants can download the the application PDF using link below for the Housing Rehabilitation Program, Lead Hazard Reduction (Owner-Occupied), Age in Place for Seniors and Healthy Homes for All Programs. The application package, including required documents, can be submitted in person or by mail to the Housing Department:

Application review timing will vary depending on completeness of application and required documentation submitted. Applications will be reviewed and processed on a First-Come, First-Served basis.

The City of Fontana is offering grants and deferred loans for the rehabilitation of owner-occupied, single-family dwellings. Repairs must be done in accordance with the City's program guidelines and homeowner reimbursements are not allowed.
A one-time grant in the amount of $5,000 shall be provided to eligible low and moderate-income owners. Seniors (62+) or households who have very low income (below 50% AMI) are eligible for a $10,000 grant. Households where all adults are Seniors (62+) are eligible for $15,000 in grant funds for roof replacements only.
In addition to the grant, loans up to $20,000 shall be made available to homeowners. Loans will carry a 0% interest rate. Loans become payable upon of sale, refinance or transfer of the property. Homeowners who have a reverse mortgage are only eligible for the grant.
To Qualify:
- Applicant must meet the annual household gross income established by the U.S. Department of Housing and Urban Development (HUD)
- Income documentation will be required for all adults (18+) that live in the home and are on the title, regardless of their financial contribution to the household.

The Lead Hazard Reduction Program is intended to prevent childhood lead poisoning and unsafe lead hazard conditions by facilitating the mitigation of lead in rental or owner-occupied properties occupied by low‐income households within the City.
Housing built before 1978 may contain lead-based paint. Lead from paint, paint chips, and dust can pose health hazards if not managed properly. Lead exposure is especially harmful to young children and pregnant women.
Grant funds up to $30,000 per unit can be provided to remediate all lead hazards and repair any parts of the homes that were damaged during hazard reduction.
Homes occupied by children under the age of six and pregnant women will be given priority during the application process and work will be expedited. Homes without children under the age of six or pregnant women will be placed on a waitlist should funds become available.
Remediation and subsequent repairs must be done in accordance with the City's program guidelines and homeowner reimbursements are not allowed.
To Qualify:
- Properties can be either owner-occupied or renter occupied. Only applications from property owners or property managers will be accepted. Individual tenants will not be eligible to apply.
- Owner-occupied household applicants must be at or below 80% AMI Gross Income Limit. See first table below. Income must include all adult household members.
- Renter-occupied properties must meet the income requirements based on the size of the property. Please refer to the second table below.

Resources:
Many older adults want to “age in place” and continue to stay in their home as they grow older. This program provides $5,000 grants to income-eligible seniors (62+) to modify their homes so they can continue to live at home safely. Inspections, supplies, and modifications are all included with the grant.
To Qualify:
- Properties can be either owner-occupied or renter-occupied. Individual tenants are eligible to apply. Property owners will have to provide consent to do the work.
- Applicants must be at or below 80% AMI Gross Income Limit. Income must include all adult household members.

Our Healthy Homes for All Grant Program focuses on housing-related hazards in a coordinated fashion including mold, water intrusion, lead paint, allergens, asthma, carbon monoxide, home safety, pesticides, and radon. Inspections, supplies, and repairs are all included in the grant. Grants available are up to $15,000 per home.
To Qualify:
- Properties can be either owner-occupied or renter-occupied. Individual tenants are eligible to apply. Property owners will have to provide consent to do the work.
- Applicants must be a family with minor children, older adults (62+), or families with persons with disabilities.
- Applicants must be at or below 80% AMI Gross Income Limit. Income must include all adult household members.
