Fair Political Practices Commission (FPPC) Forms
The Fair Political Practices Commission is a five-member independent, non-partisan commission that has primary responsibility for the impartial and effective administration of the Political Reform Act. The Act regulates campaign financing, conflicts of interest, lobbying, and governmental ethics. The Commission’s objectives are to ensure that public officials act in a fair and unbiased manner in the governmental decision-making process, to promote transparency in government, and to foster public trust in the political system. Pursuant to Government Code Section 84615, a local government agency may require an elected officer, candidate, committee, or other person required to file statements, reports, or other documents required by Chapter 4 (commencing with Section 84100) to file online or electronically, unless the officer, candidate, or committee receive less than $2,000 in contributions and have less than $2,000 in expenditures in a calendar year.
On April 9, 2024, the Fontana City Council adopted Ordinance No. 1942 amending Chapter 7, Article III of the Fontana Municipal Code - Related to Mandating Electronic and Paperless Filing of Campaign Finance Disclosure Statements by Elected Officials, Candidates, or Committees.
Ordinance 1942 requires all filers to submit their statutory filings through the City's automated system with paper filings no longer being accepted. However, to support the City’s efforts towards diversity, equity and inclusion, the Deputy City Clerk, as the City’s filing officer, will have the right to accept a paper filing in lieu of electronic filing at the Deputy City Clerk’s discretion and to accommodate an Americans with Disabilities Act (ADA) request. Examples of exceptions may include limited access to an electronic device or internet connection.
