Fontana Emergency Management Program
The City of Fontana Emergency Management Program is a function of the City Manager’s Office in cooperation with the San Bernardino County Fire, Office of Emergency Services. An Emergency Services Officer works closely with the city and the whole community to ensure all functions of Emergency Management are effectively implemented. City personnel prepare for disaster situations by developing effective plans, conducting training and exercises, and ensuring facilities and equipment are ready for response.
The City of Fontana Emergency Management Program utilizes the Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS). Both SEMS and NIMS are emergency management systems that provide a consistent template for all levels of government, non-governmental organizations, and the private sector to work together to prevent, protect against, respond to, recover from, and mitigate the effects of incidents, regardless of their cause, size, location, or complexity.
Fontana is also a participant in the San Bernardino County Operational Area Coordinating Council (OACC). The OACC consists of one primary representative from each jurisdiction within the Operational Area (County). This Council works along with local governments, the County of San Bernardino Office of Emergency Services, the California Office of Emergency Services (Cal OES), and the Federal Emergency Management Agency (FEMA) to better prepare and plan for potential disasters within California.
Meet Emergency Services Officer Aminah Mears
Dr. Aminah Mears is an Emergency Services Officer (ESO) with the San Bernardino County Fire, Office of Emergency Services (OES) and currently manages the City of Fontana’s Emergency Management Program, Ready Fontana. When a disaster strikes, Aminah oversees operations within the City's Emergency Operations Center (EOC).
What is Emergency Management?
When large incidents such as widespread flooding, large vegetation fires, significant earthquakes, or civil unrest occur they can stress, disrupt or even cause complete failure to most or all of the systems that City residents rely upon. Disruptions of this scale are considered disasters and require a concerted effort to coordinate a multi-agency response to restore a sense of normalcy.
That is precisely what Emergency Management does. At the core of its mission is a desire to support and coordinate efforts of the field level response and inform key stakeholders about the incident. This coordination happens in the City’s Emergency Operations Center (EOC). By managing information and resources the EOC can provide operational support to field responders so they can carry out their tactical strategies to respond to the disaster. Likewise, the EOC provides a clear picture of the incident so elected officials and policymakers can make informed strategic decisions.
The San Bernardino County Fire, Office of Emergency Services provides Emergency Management services to the City of Fontana through the provision of an Emergency Services Officer (ESO). This ESO is responsible for the development of the City’s disaster plans, disaster training and exercise program, and oversight of the City’s EOC.
