Environmental Documents
Pursuant to Article 13, Sections 15200 through 15206 of the California Environmental Quality Act (CEQA), public agencies are required to provide a public review period in order to receive and evaluate public reactions to environmental issues related to proposed public and private projects.
Notice of Preparation (NOP) - A NOP is a notice of preparation that tells the public and other agencies that an Environmental Impact Report (EIR) is being prepared and indicates the scope of the environmental study to be completed.
Notice of Availability (NOA) – A NOA is a notice of availability that announces a Draft Environmental Impact Report (DEIR) is available for review.

Cherry Commerce Center Project
Notice of Preparation/Scoping Meeting

Project Summary
The Cherry Commerce Center project proposes two logistical warehouse buildings totaling approximately 702,000 sf, of which 16,000 sf would be office space. The Project site is located at 11171 Cherry Avenue, on approximately 30 acres that is currently occupied by a staging yard for heavy building materials and construction equipment. Building 1 would total approximately 477,480 sf including office space and Building 2 would total approximately 224,315 sf including office space. The Project would include 333 automobile parking stalls, 105 trailer parking stalls, curb and gutter, security lighting, perimeter wall and gated access. The proposed logistics Buildings No. 1 and No. 2 would be designed to specifically screen the truck court, docks and truck parking stalls to face the center of the site to shield them from the residential development located south of Jurupa Avenue and the Henry J. Kaiser High School located west of Cherry Avenue. Building No. 1 would be 50 feet high and Building No. 2 would be 46 feet high; both buildings would be well within the maximum allowed building height of 60 feet within Southwest Industrial Park Specific Plan (SWIP-JND). The Project proposes a total of 91 dock doors, of which, Building 1 would include 62 dock doors along the east side of the building; Building 2 would include 29 dock doors along the west side of the building. Dock doors for both buildings would face the center of the site and would be shielded from direct public views by the proposed buildings, and landscaping.
Scoping Meeting
The City of Fontana will hold a public scoping meeting on July 19, 2023 from 5:00pm - 6:00 pm, via webcast:
At this meeting, agencies, organizations, and members of the public will receive a brief presentation on the Project and will have the opportunity to provide comments on the scope of the information and analysis to be included in the EIR.
Environmental Review
The required Notice of Preparation (NOP) for an Environmental Impact Report (EIR) is posted on the City’s website:
(https://www.fontanaca.gov/2137/Environmental-Documents).
The NOP identifies environmental topics that will be evaluated in the EIR for the proposed project, which the City of Fontana, as lead agency under the California Environmental Quality Act (CEQA), will prepare. The NOP will circulate for public review until August 7, 2023. Project Location:
The Project is located in the City of Fontana within the southwest portion of the County of San Bernardino. The Project site is bounded by State Route (SR) 210 to the north, Baseline Avenue to the south, Mango Avenue to the east, and Sierra Avenue to the west. The Project site is comprised of the entire Walnut Village Specific Plan. The majority of the specific plan has been developed.
Project Description:
The Project proposes the rescinding of the existing Walnut Village Specific Plan and the adoption of a new Specific Plan to clarify regulations for existing development as well as allow for additional development potential on approximately 53 acres of total 342 acres of the Specific Plan area, which have been identified as developable or capable of redevelopment. The 53 acres identified for the Project include a variety of parcels in the northwest, southeast, and southwest portions of the Specific Plan area. Upon implementation, the Project would allow for the development potential of new residential units and new non-residential (commercial, retail, office, public facilities, etc.) uses.
An EIR will be prepared to fully evaluate the potential impacts of the proposed Project. The EIR will evaluate all identified issues from the 2019 CEQA Initial Study Checklist.
